1. The POV in the Tell Tale Heart was 1st person because they used the words "I" "my" and all other words in first person, In the Lottery was in 3rd person because they used the words "he or she" and all other words in 3rd person. They did both share 2nd point of view because they use words that fit in the 2nd persons point of view
2. No because the verbs describe the persons point of view during the story. The Tell Tale Heart has more verbs because it was 1st person unlike the Lottery which was in 3rd point of view.
3. POV changes the story because it would change how the story is. Lets say the Tell Tale Heart was 3rd person, the story would be he saw someone or he heard someone walking instead of I heard or saw someone passing. It changes the story because the POV tells you, am I reading the story as if I'm that person or I'm just reading about someone. Use the Tell Tale Heart again,
1st person~ I woke up and heard someone walking pass my bedroom. I was so scared, I hid in my closet till he was gone.
3rd person~ He woke up and heard someone walking pass his room, he was so scared he hid in his closet till he was gone.
